Located in the south Shaoxing County, the zone lies to the west of Shaoxing city, to the south of Kuaiji Mountain, to the east of Xiaoshan district of Hangzhou. To the north is the national highway No.104 and Hangzhou-Ningbo railway. The zone encompasses a total area of about 100 square kilometers.

The Resort Zone takes the Keyan Scenery Zone, one of the first national "AAAA "-level tourism zones, as its core. In the zone are mountains, dense woods and peaceful valleys. Ancient towns, towpaths, canals, and the Jianhu Lake reflect the essence of the history and culture in the region of rivers and lakes. Projects including the golf park, the Yuedu Minfu, Hutang villas and Luzhen Town have commenced.

The development objective of the zone is to accomplish “big-leap” developments and get merged with the growth of the neighboring metropolises. The future of Keqiao is planned to be an international center of textile industry and a key city in the water region south of the Yangtze River. Based on this blueprint, the zone will consolidate all the local tourism resources in an all-round way and go all out to create the Keyan Tourism Resort Zone. Envisioned as a preferred region for mass tourism, new communities and Yue culture, the zone calls for scientific planning for the development and will build a resort zone framework with one core, two landscape groups and three development zones. The zone is designed to serve the big Shaoxing, merge with Hangzhou and connect with the big Shanghai. Efforts will be made to create the image in one year, get all the basics ready in three years and complete the buildup of the zone in five years. The objective is to turn the Keyan Tourism Resort Zone into a state-class tourism resort zone featuring tourism, leisure activities, holiday and recreations, conferences and landscape real estate developments that combine nature and culture, the present and the past into one whole zone.
