Another New Height
The overall economic strength shall increase by a big margin. By 2007, the county’s GDP per capita and the fiscal revenue are expected to double these figures in 2002.

Two International Centers
Endeavors will be made to build the county into an international center for textile products and an international center for textile trade.

Three Major Urban Blocks
The following three major areas in Shaoxing will be basically completed: a 100-square-kilometer seaboard industrial new city, a midsized modern city characterized for its trade and commerce and its local water-region features, and the Keyan state tourism and holiday zone.

Four Pillars
Great efforts will be made to build a modern corporate system, an efficient and honest government, a sound and complete social insurance system, and a uniformed open market system.

Five Concrete Benefits For Local People
Great efforts will be made to 1/continuously improve people’s income and living conditions, and 2/consolidate enterprise employees’ old-age insurance system and establish an all-including system for ensuring a minimum standard of living for urban and rural residents, 3/ basically complete a new round of renovation of villages, 4/ improve a complete transport system to cover the whole county and basically realize the goal of connecting all the villages with buses, 5/promote grass-roots democratic and political constructions and realize the goal of setting up autonomous urban residential communities and villages.
